Keep the milestones separate

- Handover. This is the physical and contractual delivery stage. You inspect the apartment, record its condition and receive agreed handover materials. It doesn't prove that a Pink Book has been issued.

The stated apartment range is 45–115 m², with a mix of 1–3 BR + study. Those are project ranges, not proof of your unit's exact area or fit-out. Compare your own unit number, floor, plan, area, balcony, storage, parking and included fixtures against the signed documents. Document every variation before acceptance.
Close the foreign-buyer file before inspection day

Foreign ownership needs its own pre-handover check. The correct route is an official Sale & Purchase Agreement (SPA) with the developer. A reservation form or broker receipt isn't a substitute for checking the seller, apartment, building and foreign-ownership position.
Confirm the quota by building

Keep digital and paper copies. This file supports Pink Book follow-up, future leasing or resale, tax records and bank review for outward remittance. Overseas buyers often lose time because a broker holds the only copy of an addendum or receipt. Keep your own record from SPA to Certificate.
Inspect the apartment against the SPA, not the showroom

A showroom is a reference point, not the acceptance standard. Use the signed SPA, attached plan, specification and approved variations. If you're abroad, appoint an independent inspector or trusted bilingual representative. Give that person written authority to inspect and report. Don't let a representative sign away unresolved defects without your approval.
Inside the apartment
- Identity and layout. Match the unit number, floor, room arrangement, study, balcony and any contracted storage or parking with the final signed plan.
- Area and finishes. Inspect floors, tiles, walls, ceilings, paint, skirting and cabinetry. Look for cracks, hollow tiles, uneven surfaces and unfinished joins. Compare any stated area with the SPA.
- Windows and doors. Open and close accessible panels. Test locks, handles and seals. Check for gaps, scratches, water marks and poor balcony drainage.
- Wet areas. Run taps, flush toilets, test drains and inspect beneath connections. Check grout, sealant and signs of leakage. If testing is restricted, record that limitation.
- Electrical and data points. Test sockets, switches, lights, distribution-board labels and any internet or television points promised in the SPA or specification.
- Installed equipment. Test ventilation, air-conditioning provisions, sanitary ware, appliances and other fixtures only if included. Record condition and model details where relevant. Showroom upgrades aren't automatic inclusions.
- Safety systems. Check smoke detectors, intercom, emergency lighting and other installed systems where included or handed over. Ask who demonstrates them and where manuals are kept.
- Keys and meters. Record the access devices supplied, meter serial numbers and meter readings. Photograph the displays.
Check the building handover pack
Your inspection doesn't end at the front door. Ask to confirm:
- Access to shared areas and lifts serving your apartment, including lighting and visible finish quality.
- Utility connection information and meter handover records.
- Fire and life-safety information, plus completion or acceptance documents promised in the SPA or handover pack.
- Management, warranty and defect-reporting contacts, together with house rules.
- Parking or storage allocation records if those items form part of your SPA.
Make the snag list usable
For each issue, record its location, description, photograph, severity and contract reference. Ask the developer's representative to acknowledge the list in writing. Request the repair process and reinspection date. Don't sign a statement saying there are no defects while material items remain. - The developer refuses to record or address a material defect through the agreed process.

Use a written process
- Read the payment clause, due date, handover condition and any retention language.

Pay through the developer account identified in the SPA, not a personal account or an unapproved intermediary. Keep bank transfer and remittance records. For non-resident foreign buyers, those records can matter later when arranging tax compliance and sending sale proceeds out of Vietnam. Get current bank and tax advice before repatriating funds.
Pink Book timing: when Article 20 starts the 50-year term
