The practical sequence is simple: choose a district, sign a written lease, pay a deposit, and have the host register your temporary residence within 12 hours of arrival, or 24 hours in remote areas, under Law 47/2014, as amended, Article 33.

Say your Thao Dien landlord wants two months' rent up front on a 12-month lease, a passport copy, move-in photos and a look at your visa or temporary residence registration. That is normal; the risk is paying before you know who holds the title, who may sign, and whether the lease fits your visa.

2. A landlord's refusal is not a small admin issue. Keep the messages, ask for a written refusal, and ask whether the ward immigration office or the online portal can accept the declaration with your lease and the owner's documents.
3. If a fine arises from late registration, the declaration record and the contract help show who was responsible. Sanctions are set out in Decree 144/2021/ND-CP.

A tenant's temporary residence card or permanent residence card does not remove the landlord's declaration duty, and a Vietnamese spouse or friend cannot simply take it over. An alley-house lease carries the same duty. Locality-specific conditions for private-house landlords can vary, so treat them as variable until confirmed in writing.
