Norton Park is a premium commercial and residential development by Norton Park Land, in strategic partnership with Gamuda Land. It fronts National Route 13 (Binh Duong Boulevard) in Lai Thieu Ward, Ho Chi Minh City — formerly Thuan An, Binh Duong, before the 2025 merger — on a site of about 8 hectares. Around 5,000 homes are planned: one- to three-bedroom apartments, shophouses, penthouses and officetels, for living, running a business and investing at the northern gateway of Ho Chi Minh City.
Next door to AEON MALL Binh Duong Canary and opposite Song Be Golf, residents inherit open green views and the busiest shopping and leisure in the area. Construction is planned to start in 2026, with expected prices from VND 55 to 65 million per square metre, and the development is set to become a new landmark address at the north-eastern gateway of Ho Chi Minh City.

Fronting Binh Duong Boulevard (National Route 13) in Lai Thieu Ward, Ho Chi Minh City (formerly Thuan An, Binh Duong), Norton Park holds a strategic position at the north-eastern gateway of Ho Chi Minh City — on the arterial road that links the city with Binh Duong, Binh Phuoc and the Central Highlands.
National Route 13 is a north–south artery more than 140 km long. It begins in Ho Chi Minh City, passes through Thuan An, Thu Dau Mot and Ben Cat, and ends at the Hoa Lu border gate with Cambodia, crossing Ho Chi Minh City’s Ring Road 3 at Thuan An and Ring Road 4 at Ben Cat.

Directly beside AEON MALL Binh Duong Canary and facing Song Be Golf, the site gives residents easy movement and a permanent green outlook. Connections from Norton Park:
- 2 minutes to the VSIP 1 and Viet Huong industrial parks — workplaces of tens of thousands of Vietnamese and international specialists.
- 15 minutes to Thu Dau Mot and Di An.
- 20 minutes to Thu Duc and District 12 (Ho Chi Minh City) via the Vinh Binh Bridge.
- A direct link to Ho Chi Minh City’s Ring Road 3 at Thuan An, opening inter-regional routes to Dong Nai, Long An and the whole southern key economic region.

Infrastructure along the corridor is receiving heavy investment, lifting property values along the route:
- National Route 13 through former Binh Duong has been widened from 6 to 8 lanes over almost 15 km, with more than VND 6,000 billion invested; it is now largely complete.
- In Ho Chi Minh City, the 6.3 km section from the Binh Trieu Bridge to the Vinh Binh Bridge is being widened to 60 m and 10 lanes under a BOT contract, with nearly VND 22,000 billion invested and completion expected in 2027 – 2028.
- The Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway is under study.
- Both sides of National Route 13 from Lai Thieu to Thuan An are zoned as a commercial and services centre — finance, banking, hotels and premium apartments.

Norton Park is planned on about 8 hectares with 10 high-rise residential towers, staggered in U, L and Z shapes. The arrangement opens natural wind corridors that keep air moving, stops apartments blocking one another’s views, and gives every room a window to daylight and breeze. Generous spacing between towers protects privacy and open outlooks.

Ground works beside AEON MALL
Site photographs and drone footage show ground works under way on the plot between National Route 13 and AEON MALL Binh Duong Canary: excavation, piling and a tower crane already up. They come from third parties, not from the developer’s construction reports, and carry no date.


Foreign buyers
Buying here as a foreigner: who you can buy from
The “long-term ownership” in the project’s listing is the title a Vietnamese buyer receives. For a foreign buyer the law sets the terms below.
- You can buy from the developer — a new unit, or a unit the developer still holds in a completed building — or from another foreign owner.
- You cannot buy from a Vietnamese owner: the Housing Law 2023 (Article 17.2) gives foreigners no route to buy from a Vietnamese individual. The one exception in the law: a foreigner married to a Vietnamese citizen living in Vietnam owns housing with the same rights as a Vietnamese citizen (Article 20.2.c).
- From the developer you sign an official Sale and Purchase Agreement (SPA); from a foreign owner, a sale contract with that owner.
- You hold it for up to 50 years from the date the Pink Book is issued, renewable once (Article 20), within the 30% foreign quota of each building (Article 19).
- You can resell or lease it freely, and when it is sold to a Vietnamese national the title converts to permanent ownership.
